The Core Course is the focal point for the Core Learning Program. It is a three-week program that takes place annually at the World Bank Headquarters in Washington, DC. The Course provides an opportunity for country participants, Bank task managers and other agencies’ staff to take this training and to interact, side-by-side, thus increasing learning and training synergies.

The objective of this Course is to improve population and reproductive health outcomes in developing countries by:
  • Providing participants with an understanding of the changing national and international policy and program environment for their work in population and reproductive health,
  • Informing participants working in national health systems about how the delivery of reproductive health is influenced, and can be supported, by health sector reform; and
  • Equipping participants with knowledge and tools that help them effectively deliver reproductive health services in their countries.

Module 1 addresses the policy framework and evidence base for work in population and reproductive health, with particular attention to the changing demographic and epidemiological situations which countries will face over the coming decades and the implications of these changes for poverty reduction and sustainable development. Module 2 focuses on what reproductive health is, its centrality to poverty reduction, and the delivery of services through the primary health care system. It will introduce participants to some of the more familiar concepts in health sector reform. It will provide tools for planners and managers to assess reproductive health needs and to plan, budget for, deliver and evaluate reproductive health services to address those needs. Module 3 enables reproductive health planners and managers to situate policies, strategies and interventions to improve reproductive health within the context of health reform initiatives and of ‘change agendas’ that can improve reproductive health outcomes. These ‘change agendas’ include new financing, funding and remuneration mechanisms, organizational changes and accountability systems. View 1-page Agenda.
