C. Mark Blackden is a Senior Operations Officer, and Regional Gender Coordinator, in the Poverty Reduction and Social Development Group of the Africa Region of the World Bank. He has nearly 20 years of wide-ranging operational experience, focusing on public sector management, community development, poverty analysis and policy, gender in development, and participation. Mr. Blackden has served as Country Officer for Côte d’Ivoire, Togo, and Central African Republic, and his country experience includes Senegal, Guinea, Mali, Cameroon, Uganda, and Zambia. He is the principal author of Paradigm Postponed: Gender and Economic Adjustment in Sub-Saharan Africa, and of the 1998 SSA poverty status report, Gender, Growth, and Poverty Reduction. He was the team Leader for the Poverty Assessment in Cameroon and contributed to poverty assessments for Uganda and Côte d’Ivoire. He speaks English, French, and German.
